Some users even with the right role receive an error "The user xx does not have access to the requested page (LeituraDeDadosDoAdministrador)" when accessing catalog pages on admin.

This usually happens with new users created in PII accounts.

1. Using a PII account create a new user and give them the correct access to catalog modules.
2. Check if the user can actually access these pages.
